Passport is a state identity document. It is first received at the age of 14 and changed at the age of 20 and 45. There are frequent cases of the following situation - a person, for example, is registered in one city, but permanently resides in another. When the time comes for him to change his passport, the question will certainly arise: is it possible to change at the place of residence, and not at the place of "registration".

If it is time to change your passport, and you have moved from your place of residence, for example, to another city, you can contact any division of the Migration Service (FMS). According to the Order of the FMS dated November 30, 2012 No. 391, concerning the replacement of passports on the territory of Russia: "Issue (replacement) of a passport is carried out by the FMS of Russia (within the competence), its territorial bodies and divisions at the place of residence, place of stay or at the place of citizen's appeal" …
Documents required when changing a passport
If you want to change your passport not at the place of "registration" you need to take with you to the FMS: an application for a replacement passport; two black-and-white / color photographs 3, 5 x 4, 5 cm; military ID; old passport; receipt for payment of state. duties (500 rubles).
In case of theft / loss of a passport, it is additionally provided: if you submitted an application to the authorities - a notification from the police, which will indicate that your statement of a crime has been registered there, if not - a written statement in free form, in which you need to describe where, when and under what circumstances the passport was lost / stolen; four black and white / color photographs 3.5 x 4.5 cm.
If, at the same time, the data on the passports you received earlier have not been preserved, additional documents are submitted: birth certificate, marriage certificate / divorce, birth certificate of children under 14 years old; certificate of release from prison; international passport; employment history; pension, driver's license.
However, please note that if you issue a passport not at the place of "registration", the period for its issuance increases from 10 days (when contacting the FMS at the place of "registration" / when re-issuing a passport at the same office) to 2 months (since the previously issued passport was issued by another department) from the date of receipt of the documents.
Do not forget to take a certificate or temporary ID after submitting all the documents. To do this, you must provide an additional photo.
There are situations when a person applies to the FMS, and there they refuse to replace his passport on the basis of his lack of registration. In this case, it is necessary to demand a written waiver from them. With him, you can go to court with a claim to appeal the illegal actions of the FMS. Just remember that the process will most likely last for several months.
