In 1760, by order of Count Pyotr Shuvalov and with the personal permission of Empress Catherine II, the Izhevsk Iron Works was built on the bank of the non-navigable Izh River. To service production, a settlement was founded nearby, intended specifically for workers and their families. It was this small town that laid the foundation for the development of the future capital of Udmurtia. In 1807, by order of Emperor Alexander I, an arms factory was laid on the site of the Izhevsk ironworks. Izhevsk received the status of a city in 1918.
